Commission OKs rezoning to planned development for Prairie Wind Trailers

Lincoln County commissioners approved a zoning change Sept. 23 to allow Prairie Wind Trailers to relocate from Harrisburg to a roughly 24.76-acre site at the southwest intersection of 273rd Street and 472nd Avenue.
County planning staff representative Toby Brown presented the second reading and public hearing, saying the site lies within the county and Harrisburg planned-growth area and that staff coordinated with the City of Harrisburg and the applicant to amend the city comprehensive plan where necessary. Brown told the commission the planning commission recommended approval 4–0 and that staff received no written public comments as of the meeting.
Brown said the applicant submitted an initial and final development plan proposing an office building with outdoor trailer display and sales space. ‘‘The applicant did submit an initial and a final development plan with the application, identified that they would propose to construct an office building that would have outside spacing for trailer sales,’’ Brown said. He added that additional uses or changes would require an amendment process.
A landowner representative, Gary Harr of McNeil Properties LLC, appeared and offered brief testimony. Commissioners praised the county’s move to allow Planned Development Districts, citing streamlined processes and increased local accountability for planning decisions. Commissioner Arons said the PD approach lets the county ‘‘take control and charge of the process from start to finish’’ and expressed support for Prairie Wind’s expansion.
No opponents appeared at the hearing; the commission voted on a motion to approve and recorded unanimous support from the five commissioners in attendance.
Next steps: The rezoning ordinance and the official zoning map will be updated per county procedures; any future use or amendment to the PD would follow the county’s amendment process and public-notice requirements.
