County planning staff presented the application and recommended approval with five conditions, saying the site — north of the intersection of 468th and 270th Street in an A1 agricultural zone — is an appropriate location for a public utility facility. Staff reported site visits, notification within 500 feet and no public comments as of the meeting.
Robin Dykstra, identified in the meeting as manager of the Lincoln County Bridal Water System, said the structure will be a roughly 16-by-24-foot meter building with 10-foot sidewalls, and described two 12-inch water mains: one connecting to a Lewis and Clark vault to the south and another running back toward 270th Street and west to 467th Avenue to distribute water north and south. Dykstra said the City of Sioux Falls agreed to help with some financing after the city asked the water system to abandon an existing pipeline crossing I‑29 because of a planned interchange at 85th Street and I‑29.
Commissioners asked about security and fencing; Dykstra said the applicant plans to install chain-link fencing for security. No members of the public spoke in favor or opposition during the hearing.
A motion "to approve with the five conditions listed in the staff report" was moved and seconded and passed on a roll call recorded as yes from Commissioners Green, Boots, Sweeter and Scott.
The permit is subject to the five conditions listed in the staff report; the staff presentation said any appeal of a conditional-use decision may be filed to the Board of Commissioners within five business days.
