Commissions adopt amendment to codify joint planning boundary; Sioux Falls’ planning boundary moves toward 271st

Lincoln County and the City of Sioux Falls planning commissions approved a text amendment to the joint zoning regulations that codifies recent intergovernmental agreements on future planning and growth boundaries.
Planning staff described the amendment as a mirror text (city and county versions) that updates the joint jurisdictional planning map to reflect prior agreements with the cities of Sioux Falls, Tea and Harrisburg. Staff explained the change codifies the previously negotiated boundaries so the joint zoning regulations and each jurisdiction’s ordinance align.
During the presentation staff said the City of Sioux Falls would move its lowest boundary to 271st and that the rest of the joint area largely follows the city's water service boundary. "The City Of Sioux Falls is moving up to 271st would be their lowest boundary," staff stated when explaining the map. Staff clarified that the shaded area shown represented existing city limits while the white area inside the dotted lines would be the jurisdictional planning area under the amendment.
Commissioners asked whether the map displayed current or new boundaries; staff confirmed the map shows the new boundaries that would result from adopting the amendment and explained the shift reflects expansion by Tea and Harrisburg and a reconfiguration of the joint area rather than an overall expansion of the planning jurisdiction.
The public hearing was opened and, with no public comment, closed. A county motion to recommend approval of the amendment passed on county roll call (Commissioners Speer, Boots, Green and John Lee recorded yes votes). The City of Sioux Falls planning commission likewise moved, seconded and carried the amendment on the city side. Staff said the ordinance text will then proceed to elected officials for formal adoption under each jurisdiction’s ordinance process.
Commissioners characterized the amendment as an important step for coordinated, long-range infrastructure and land-use planning across municipal boundaries; they thanked staff and neighboring cities for their collaboration.
The commissions approved the recommendation; the ordinance language and corresponding maps will move forward to each jurisdiction’s formal adoption process.
