The Lincoln County Planning Commission and the Sioux Falls Planning Commission on Monday approved a conditional use permit allowing motor vehicle sales at a property in the northeast quadrant of Interstate 29 and County Highway 106.
County planning staff presented the application and recommended approval with six conditions listed in the staff report. Toby Brown of county planning said the site is about 2.12 acres in Mueller’s Second Addition, is zoned light industrial, and is already developed with a 100‑by‑240‑foot building; the applicant would use an enclosed, gated rear area of the existing building for vehicle storage. "Staff does recommend approval of this application," Brown said.
The staff presentation described the operation as appointment‑based, roughly 8 a.m. to 5 p.m., with vehicles stored inside the fenced area and no employees beyond the owners. Brown told commissioners the application is consistent with county and city comprehensive plans for the developed industrial park and that staff received no adjacent‑property comments during the posting period.
Applicant Joe Savig, representing Amend Services doing business as Immense Sales, said the move is a transfer of an existing dealership to the property and confirmed ownership of the site. "This isn't a new dealership," Savig said.
No members of the public spoke for or against the permit during the public‑comment period. After brief questions from commissioners about whether the structure functions as a single building or multiple units and whether the CUP would apply beyond the fenced area, Brown confirmed the approval would be limited to the submitted site plan and fenced area.
On the county side, a motion to approve the conditional use permit with the six staff‑recommended conditions was made by Commissioner Green and seconded by Commissioner Boots. County roll call recorded Commissioner Bruce as "Yes," Commissioner Green "Yes," Commissioner Scott "Yes," Commissioner Houghton "Abstain," and Commissioner John Lindsay "Yes." The city side also moved and seconded approval; the city voice vote was recorded as carrying. The chair announced the motion passed and the CUP was approved.
Per the posted meeting instructions, decisions on conditional use permits may be appealed to the Lincoln County Board of Commissioners and the Sioux Falls City Council by submitting a letter to the County Planning and Zoning Office within five business days.
The commissions had no unfinished or new business and adjourned following the vote.
