The Lincoln County Planning Commission approved a conditional-use permit to allow two oversized warehouse buildings totaling 46,540 square feet for condo-style storage in the Valley Business Park inside the Harrisburg growth area.
County planner Toby Brown told commissioners the application proposes two separate buildings on two parcels and that city staff reviewed the proposed conditions and expressed support. "They did support the conditions that were, for recommendation for approval," Brown said. Brown also emphasized that drainage and civil-plan review will occur during the building-permit process.
Property owner Greg Notable, who said he owns the RV dealership in Harrisburg, described the units as "more of a luxury item" popular with customers who want indoor storage for recreational vehicles. He confirmed access surfaces would be a hard surface such as asphalt or concrete.
Commissioners focused extensive questioning on how condo ownership and HOA governance will operate. Brown explained that a condominium or HOA agreement is recorded with the Register of Deeds and that individual units are given identifiers for ownership and county contact; enforcement of day‑to‑day maintenance or nuisance complaints, he said, would typically be addressed to the individual parcel owner or the HOA depending on the issue.
A motion to approve the conditional-use permit with the staff conditions passed by roll call; commissioners recorded affirmative votes and no public opposition was present at the hearing.
Practically, approval permits the construction of oversized warehouse/condo-storage buildings but limits other uses (staff noted no contractor shops or retail sales would be permitted under the conditional use as approved). Staff said conditions and permit-level civil reviews will address drainage and site improvements before occupancy.
