Planning commission approves garden-center contractor shop near Harrisburg

The Lincoln County Planning Commission approved a conditional-use permit on June 12 for a garden-center/contractor shop proposed two miles west of Harrisburg along South Dakota Highway 11.
County planner Toby Brown told the commission the property is in an A-1 agricultural zoning district but is identified in the county’s comprehensive plan as a planned growth area. Staff reviewed the application and recommended five conditions aimed at limiting potential impacts, including an access approval requirement from the South Dakota Department of Transportation.
Applicant Aaron Johnson, who identified his business as Bluestone Landscape (Blue Acres), said the site will primarily house equipment for landscaping projects rather than operate as a retail garden center, and described limited deliveries and occasional truckloads of trees or materials. "We're not looking for retail in and out hundreds of people coming in," Johnson said.
A neighbor who supports the application told the commission the applicant had cleaned up the property and had local backing. No speakers opposed the request.
The commission approved the CUP by roll call with one abstention from the county commission representative. Conditions include DOT driveway/access approval and additional site standards recommended by staff. The item will proceed through the county’s permit process for any building permits and required agency approvals.
