County auditor outlines provisional budget, staffing requests and work‑session timeline

Lincoln County Auditor Sherry Lund presented the county’s provisional budget introduction and asked the board to set a schedule for budget work sessions.
Lund said the provisional budget lays out the means of finance, department expense and revenue requests, and noted five new position requests: three positions in the sheriff’s office, one position in the jail and one custodial position. She described compensation assumptions including a 3% cost‑of‑living adjustment (COLA) and 2.5% step increases for non‑bargaining staff, a 3% COLA and 2.5% step for the FOP contract, and a 2% COLA and 2% step for the highway department. Lund also said health insurance was being budgeted at 20%.
Lund reviewed timeline and process: she recommended budget work sessions from June 10 through July 1 to allow department heads to present major requests and to ensure any opt‑outs or disclosures are discussed before the July 8 regular meeting; she said the county plans to advertise a provisional budget and hold a public hearing in September, with final adoption later in the month. Lund reminded commissioners that adopting a provisional budget does not finalize the budget but allows advertising and a public hearing.
Commissioners discussed how to schedule sessions and agreed departments requesting new FTEs, vehicles or substantial capital should appear in upcoming work sessions or regular meetings for transparency and review. The board did not take a final vote on budget adoption at this meeting.
