"This is for structure 24442...This is the Hudson Bridge," Floyd said, explaining crews found unsuitable granular material at the ends of the bridge and had to bring in different backfill, and that some strands on prestressed girders had been bent and required repair. He said teams replaced abutment walls on both sides and rebuilt the approaches to prevent ongoing settlement.
Commissioners asked whether the problems could have been foreseen in the original bid; Floyd responded that some conditions are not apparent until excavation. Following discussion, an unidentified commissioner moved to approve the change order; the motion was seconded and passed by roll call.
The approval authorizes the contractor to recover the specified additional costs so work can continue; Floyd estimated the structure will be finished in a few weeks. The board did not amend broader project scope or funding sources during the public portion of the meeting.
