Board approves Title IX updates, several policy revisions and a package of consent items including AP cybersecurity course and contract changes

Trustees discussed complaint procedures, posting of forms on the district website and the need for administrative regulations to clarify investigative steps. The board amended and then waived second readings to approve several Title IX policy revisions and related nondiscrimination changes; motions passed unanimously where recorded.
Curriculum: The board voted 5‑0 to adopt a new AP Cybersecurity course for Valencia and Esperanza High Schools beginning in the 2025‑26 school year. The course is AP‑eligible, intended to run over two semesters and to prepare students for AP capstone and certification opportunities.
Consent‑calendar actions and contracts: Among consent items approved were Amendment #1 for additional architect services for the Travis Ranch walls and closure project (Studio Plus Architect Corp.) — staff said additional fees of roughly $100,000 for architect work and further DSA‑related costs were expected as the project is regularized through DSA review. The board also approved an increase to the authorized amount for legal services with Atkinson, Andelson, Loya, Ruud & Romo through June 30, 2025 after trustees questioned legal spending; counsel explained that regular attendance at meetings and calls account for some of the billings and cited an hourly rate example.
Other consent items approved included participation in the Placentia Library summer feeding program (June 25–Aug 25), an extension of the pizza and delivery services bid with Papa John’s through June 30, 2026 and an MOU to expand the international student program with Wisdom International Education Group; trustees asked staff to verify MOU dates and to perform due diligence after discussion of a separate out‑of‑county incident in which a district was found to have received payments without corresponding student attendance.
Trustee direction and follow‑up: Trustees repeatedly asked staff for clearer administrative regulations (ARs) to spell out complaint reporting, visitor protocols at after‑hours events and event‑day administrator presence; they also requested follow up on audit postings and vendor due diligence.
What happens next: Staff will publish required Title IX policy documentation and forms on the district website once board approval is finalized, bring more detailed DSA scopes and cost estimates for the Travis Ranch walls item, and report back on the international‑student MOU due diligence.
