Brea Olinda trustees unanimously approve curriculum and contracts; facilities update details summer repairs and CIF heat protocol

The Brea Olinda Unified School District board on Aug. 20 approved a slate of routine action items by voice vote and received a comprehensive facilities update describing work done over the summer across district campuses.

Votes at a glance: The board approved the minutes and consent calendar and voted unanimously (5‑0) to adopt several items, including the adoption of a Foundations of Restaurant Management and Culinary Arts course, agreements with Educators Cooperative, ThoughtExchange, Gregory Luke PC (legal services), Public Economics (consulting services), an on‑campus residents agreement (under the Education Code provision cited in the meeting), and the purchase of mobile classroom display units for Brea Junior High. Funding and timing: Staff repeatedly noted that not all of the work shown at the meeting was funded from Measure H; several projects were paid with grants, developer fees or other capital funds. On the classroom display unit purchase, staff said the modernization is funded with developer fees (Fund 25), not general fund dollars. Jeff Frater estimated that in‑stock units should arrive in a few weeks and rollout to classrooms would take about a month.

Heat and athletics protocol: Carrie Johnson explained the CIF standard adopted in 2023 that relies on wet bulb globe temperature readings to decide whether outdoor athletics should proceed. She demonstrated the district meter and said Region 1 thresholds (including an 86.2°F cutoff referenced in the meeting) determine activity reductions or cancellations; she noted the standard is mandatory under state law and CIF bylaws and that the home team generally makes the final call for events. Trustees and staff discussed gym indoor air temperature challenges and possible options such as large circulation fans, engineering studies and phased solutions tied to future capital work.

On‑campus residents agreement: The board reapproved an agreement permitting on‑campus residents (lodging for certain personnel or tenants) under the Education Code provision cited in the meeting. Staff said the practice has been used for decades in the district as a cost‑saving mechanism for after‑hours emergencies and that the agreement complies with Ed Code and applicable IRS treatment.

What happens next: Staff will process contracts and purchase orders and begin procurement/installation of equipment. The board listed the Measure H Citizens’ Oversight Committee meeting on Aug. 25 to review bond planning; staff said additional Measure H programming and priorities will return to the board as part of the bond path‑of‑travel and geotechnical planning.
