Orange Unified adopts LCAP and budget, hears climate survey showing mixed middle-school results

The Orange Unified School District Board unanimously adopted its Local Control and Accountability Plan (LCAP) year 2 for 2024–27 and approved the district’s estimated actuals and the proposed 2025–26 budget at its June 18 meeting.
District staff summarized the LCAP process and local indicators, explaining that meeting local indicators reflects completing the state-required reporting and reflection process. The board moved and adopted the LCAP by a 7–0 vote and later approved the district’s estimated actuals for 2024–25 and the proposed 2025–26 budget with a unanimous vote.
District administrators also presented the district’s Each Mind Matters climate survey. Janice Saenz said the survey collected 2,669 student responses this year (about 1,000 elementary, ~500 middle and ~1,100 high school respondents), an increase from the prior year. Overall, 11 of 13 sections showed improvement; however middle-school responses trended downward in several categories (support for learning, adult interest in students) and behavioral-health items showed many students reporting some worry or stress. Saenz described follow-up steps: principals received site-specific data with prompts for action planning and the results will be used for SPSAs, PBIS reviews and counselor planning.
The board also opened and closed a public hearing to adopt the district’s Special Education Local Plan Area (SELPA) annual services and budget plan for 2025–26 and approved it by unanimous vote.
What happens next: staff will upload required LCAP reports to the California Dashboard and share climate data with site leaders for action planning.
