The board approved the deliberation and recommendations in confidential pupil expulsion Report 25‑26 Nos. 1, 2 and 3 after motions and voice votes; the chair recorded a 5‑0 tally on each item. President Calhoun called for discussion, members responded with “Aye,” and the motions passed without recorded opposition.
The board also approved the minutes for the June 10, 2025 meeting by voice vote and adopted a comprehensive board policy update based on California School Boards Association (CSBA) recommendations. Assistant Superintendent Carl Zener told trustees the CSBA updates cover recommendations from December 2023 through March 2025 and that, if approved, the policies will take effect for the 2025–26 school year.
On staffing, Assistant Superintendent of Human Resources Mark Miller presented the district’s annual Declaration of Need for Fully Qualified Educators, a Title 5 requirement that allows the district to request emergency or limited assignment permits when necessary to maintain instructional continuity. The board moved, seconded, and approved the declaration 5‑0.
Dr. Zener also delivered the district’s Williams settlement quarterly report, stating there were no Williams complaints during the second reporting period; the report will be filed with the Orange County Department of Education to satisfy statutory requirements.
Several routine consent-calendar items were approved by a single voice vote (Aye; 5‑0). The board concluded the meeting with brief remarks welcoming newly hired administrators and previewing an upcoming summer showcase and opening‑day activities.
