Parents and boosters push district for update as Prop 28 arts funds lag

Carrie Barron, president of the Fullerton Instrumental Music Booster Club, introduced the group’s remarks and deferred to Justin Juggenellis, the booster club’s vice president of communications. Juggenellis told trustees the boosters were “here together to speak on proposition 28 funds” and expressed frustration about repeated delays. “We were initially informed that the funds would be available in the 2024. Then we were told they would be released during the 2025. Now it appears, that even this timeline is being pushed back once again,” he said, adding that neighboring districts have already received allocations and are using them to bolster music programs.
The boosters said the delays have forced parents to cover costs for coaching, uniforms and other program needs. Juggenellis asked the board for “a clear and immediate update regarding the release of the prop 28 funds to Fullerton High School.”
Superintendent McLaughlin thanked the speakers and said the district’s Director of Educational Services, Dr. Porter, was in the back of the room and available for follow‑up. McLaughlin invited the commenters to contact staff and offered to provide updates on progress toward releasing funds.
Because public comment items that are not on the agenda cannot be acted on immediately, trustees did not take formal action during this period; staff offered to follow up with the booster club directly and to provide a status update to parents.
