FNSB Commission approves change to library display policy, extends staff response time

The Fairbanks North Star Borough Library and Literacy Commission on Sept. 10 voted to amend its library display policy to change the staff response timeframe from two working days to five, a modification proposed by library staff to accommodate staffing and leave contingencies.
The motion to accept the recommended change was moved by Commissioner Eisenman, seconded by Commissioner Priest and passed by roll call (6-0; Commissioner Simmons absent). The chair restated the motion on the floor and the clerk recorded the unanimous yes votes among present members.
During the meeting, Library Director Jamia Alexander Ball delivered a staff report summarizing August statistics and programming. Director Ball said the FNSB Public Libraries system ended August with total circulation of 45,807 items across three branches and described Bookmobile activity (1,166 bookmobile checkouts and 754 patron interactions, plus homebound services to 52 patrons). She listed branch stops (Esther, Becker Ridge, 2 Rivers, Pleasant Valley, Salcha, Fox and Goldstream) and noted collection processing and repair counts for August. Children’s programming highlights and partnerships (including a story stroll at the Noel Wien branch and a read-to-a-dog program with Companions Inc.) were also recapped.
Commissioners asked whether circulation figures cited included digital checkouts; Director Ball said the numbers referenced physical materials only and that e-resource usage is tracked separately on a different schedule. Commissioners also asked about a public calendar for display-case reservations; Director Ball said reservations should appear on the public meetings calendar and staff will confirm that placement.
Commissioners discussed operational details including whether the policy should name a designee to act for the director during absences; Director Ball said an acting director would fulfill duties and staff can add a designee clause if desired. The Commission set a work session on literacy topics for Nov. 12 and confirmed the next regular meeting on Dec. 10, 2025.
