The Fairbanks North Star Borough Planning Board on Aug. 20 unanimously approved RP‑015‑25, a preliminary subdivision to split Government Lot 33 near Chena Pump Road into two parcels of about 1.07 and 2.07 acres and to name an unnamed public road.
Staff explained the application used the road construction exemption (cited in the staff report) and that staff removed two proposed conditions (conditions 5 and 6) after concluding those addressing rules fell under Title 21 addressing procedure rather than Title 17 preliminary plat authority. The borough attorney clarified that private road naming and addressing requirements are handled via the Title 21 addressing process when owners or the borough initiate addressing.
Applicant representative from 3 Tier Alaska (working under surveyor Oliver Loftus) told the board the owner will submit engineered Pioneer Road design meeting Title 17 requirements for final plat review and anticipated using the suffix 'Lane' to match nearby roads. The board moved to approve the preliminary plat with amended seven conditions and adopted amended findings of fact; the vote was 7‑0.
The board noted final plat requirements will include surveyor seals and that platting‑officer and staff will review any minor changes before recordation. Approval is subject to the standard seven‑day appeal period to the Board of Adjustment.
The planning board’s next regular meeting is scheduled for Sept. 17, 2025.
