Commission sets second reading for ordinance to allow adjacent‑county appointees to Housing and Redevelopment Commission

Meredith Jerko of the commission office presented the first reading of an ordinance to amend residency requirements for appointments to the Minnehaha County Housing and Redevelopment Commission (HRC). If adopted, the ordinance would allow at most two HRC community members to reside in a county directly adjacent to Minnehaha County rather than within Minnehaha County itself.
Jerko said the HRC (established by county code pursuant to South Dakota codified law 11‑7‑7) oversees Safe Home, a housing‑first program offering long‑term housing and case management for chronically homeless individuals with severe substance dependency. The HRC includes one Minnehaha County commissioner and four community members, who often bring experience in housing or related fields.
Commissioners asked about the HRC vacancy and appointment process (applications are solicited online and terms are five years, with term limits), and Jerko said two commissioner terms are expiring (one in November 2025 and another in May 2026). A commissioner moved to set the second reading for Aug. 5, 2025; the motion was seconded and carried.
The second reading will return the ordinance for final consideration and any public comment on Aug. 5.
