Minnehaha County commissioners on July 1 moved through a set of routine and substantive items, approving special-event permits, contracts and a tax-warrant resolution.
Licenses: Kim Cushinson of the auditors office presented an application from the Greenwalt Family Foundation for special-event malt beverage, on-sale wine and on-sale liquor licenses for the "Rock in the Country" concert at the WH Lyon Fairgrounds. Cushinson said the Sheriff's Office, State's Attorney and Planning Department had reviewed the application and "no questions or concerns reported." The fee noted was $50 per license per day plus a publishing fee. The commission voted to approve the licenses.
Juvenile services: Jamie Gravatt of the Juvenile Detention Center described a renewal contract with Lutheran Social Services to operate an evening report center — a program that provides transport, meals, life-skills training and homework help as an alternative to placement in the juvenile detention center. Gravatt clarified participants do not stay overnight in JDC and that program noncompliance can be managed through court conditions. Commissioners approved the contract.
Tax warrants: County Treasurer Chris Swanson presented distress warrants returned by the sheriff as uncollectible under South Dakota Codified Law 10-22-30. Swanson said the list submitted for review is shorter than last year and that in many cases mobile homes have been moved off properties, limiting collection options. The commission voted to declare the listed warrants uncollectible and add them to the uncollectible list required by statute.
Fireworks and other business: The commission also approved a July 4 fireworks show at the WH Lyon Fairgrounds after a requester (addressed as "Mister Denning") asked for the permit. The meeting closed with liaison reports and a motion to enter executive session for purposes cited under statutory subsections, which passed.
All votes described above were recorded by roll call as approved during the July 1 meeting; the meeting scheduled an executive session followed by a budget hearing at 10 a.m.
