Minnehaha County meeting roundup: road agreements, equipment price adjustments, jail food contract, and personnel appointments

Minnehaha County commissioners on June 17 approved several routine and administrative items alongside the wheel-tax ordinance amendment.
Road agreements and equipment: The commission authorized the chair to sign a joint powers agreement with the city of Sioux Falls for project codes MC 2,504 (microsurfacing) and MC 2,505 (overlay), with county highway staff saying county crews will perform work in city areas for efficiency.
The commission also approved modest tariff-related price increases on two previously approved Freightliner chassis purchases used for plow-truck builds. Jacob Mars of the highway department said the Minnesota purchasing contract allows small adjustments when tariffs affect international prices and estimated the increase at roughly 1%.
Jail food-service contract: The commission approved Amendment No. 4 to the Summit Food Service partnership agreement for jail meals, which reflects a 3.7% CPI increase to meal pricing and extends the contract one year beginning July 1, 2025. "This is kinda routine business for a food service contract," said the presenter, who also said the change would increase the county's weekly meal costs from about $34,000 to about $35,200.
Personnel and appointments: Human Resources Carrie Deaver presented a resolution to appoint Alicia Luther as Register of Deeds effective July 7, 2025, following a recruitment to fill the unexpired term of Amanda Halsey. Alicia Luther told the commission she is "really excited to get started" and the commission voted to both appoint her (effective 07/07/2025) and hire her for onboarding effective 06/18/2025.
The commission also appointed Jean Bender to the Minnehaha County seat on the Siouxland Libraries board of trustees for a three-year term beginning July 1, 2025. Meredith Jericho (Commission Office) presented four applications for the vacancy; Bender addressed the commission and commissioners nominated and approved her appointment.
Executive session: Near the meeting end the commission voted to enter executive session citing "South Dakota codified law 1 25 2 1 3 4 and 6." The body recessed to an adjacent room to meet in closed session.
