Chambers County raises competitive-bidding threshold to $100,000, ups county review floor to $15,000

Chambers County Commissioners Court voted to update its purchasing policy to align with a recently enacted state Senate bill that raises the competitive-bidding threshold. County purchasing staff said the change allows the county to make noncompetitive purchases up to $100,000, which staff said will save time on procurement procedures.
In a separate but related change staff proposed increasing the county threshold for purchases that must be brought to the commissioners court from $5,000 to $15,000, which staff said will reduce consent-agenda items. Staff told the court the $100,000 threshold reflects state law and that the county's internal $15,000 review threshold is an administrative choice.
Commissioners discussed the effective date; staff confirmed the state-law change goes into effect September 1 and the court included that effective date in the motion. The motion to adopt the policy updates passed by voice vote.
County staff said the update is intended to streamline procurement but noted the $15,000 figure is an internal housekeeping change not required by the state bill.
