Laguna Hills adopts 2025 building and fire code updates including wildland-urban interface measures

The Laguna Hills City Council adopted the 2025 edition of the California Building Standards Code (Title 24) and related fire and property maintenance codes on Sept. 9. Community Development Director Jennifer Lowe and staff described the triennial state code update, explained which local amendments are proposed, and reminded the council that municipalities adopt the state minimum standards by reference while retaining the ability to add more restrictive local amendments where state law permits.
Noteworthy changes highlighted by staff include requirements for automatic sprinkler systems for certain buildings using lithium-ion or lithium-metal batteries, guardrails for retaining walls higher than 36 inches, updated pool-fencing permit requirements, and adoption of the wildland-urban interface code for areas of very high and high fire severity in Laguna Hills. Lowe summarized home-hardening elements for high fire severity zones such as Class A roofing materials, smaller roof-vent openings to resist embers, dual-pane windows and modified exterior-wall materials. The ordinance, if adopted, becomes effective Jan. 1, 2026.
Council members asked clarifying questions about council authority to adopt modifications, permit timelines, and responsibilities when private construction sits incomplete for long periods. The city attorney and council members discussed permit lifespans (typical two-year entitlement period), extension practices, legal limits where state law preempts local regulation, and available remedies for long-term stalled construction (including code enforcement and public nuisance litigation in certain cases). After public comment was closed with no speakers on the item, the council moved and approved the ordinance by roll call vote.
The adopted ordinance brings Laguna Hills into conformance with statewide standards, while staff noted the city may consider more restrictive local amendments in future proceedings where local conditions warrant.
