Burns noted potential benefits — local control over municipal affairs, flexibility around elections and public contracts — and potential tradeoffs, including effects on prevailing‑wage requirements and the possibility of losing certain discretionary state funds if the city declines to follow state prevailing‑wage statutes. He suggested a simple charter statement of authority could be followed by ordinances implementing the city’s exercise of specified municipal powers.

Councilmembers debated pace and public outreach. Some members urged an expedited public education effort to meet a June‑filing window for a November 2026 ballot; others counseled a slower, more thorough study to document concrete advantages and avoid creating false public expectations. Council asked staff to come back with a more detailed analysis, proposed language options, outreach plan and cost estimate for ballot placement and education.
