Planning agency approves roof deck above ADU at Glen Canyon Drive after owner confirms HOA and neighbor support

The Laguna Hills Planning Agency voted to approve Conditional Use Permit No. 0188-2024 to permit a roughly 326-square-foot roof deck atop a detached accessory dwelling unit at 25961 Glen Canyon Drive. Senior Planner Jay Wu briefed the agency on the project’s site context in the Estate Residential zoning district and explained that the ADU itself is a ministerial building-permit item and not part of the discretionary CUP review; only the proposed roof deck requires agency approval.
Property owner Raheem Toffy told the agency he had obtained HOA approval and personally confirmed both adjacent neighbors had no objections. "We actually had one second... we went to the neighbors, the two neighbors next to us, and both of them had no objection whatsoever," Toffy said during the public hearing. Planner Wu reiterated that nearby properties were notified and staff received no objections.
Agency members asked standard questions about notification and impact. Councilmember Paiselt praised staff and the applicant for following process and moved to approve the staff recommendation; the motion passed on a roll-call vote. The agency determined the project is exempt from CEQA review and adopted the recommended resolution approving the CUP with conditions of approval.
Staff and the applicant confirmed conditions of approval will be monitored during building-permit review and that the roof-deck height and setbacks comply with zoning and the general plan.
