Senior Planner Matt Jenkins said the amendment is narrowly drafted to allow high‑value, collectible or luxury vehicles by conditional use permit and to avoid introducing typical mass‑market dealerships into the plan area. The property owner of a vacant building at Euclid and Talbert prompted the proposed change.
The planning commission recommended approval (5–0) and staff recommended adoption with a conditional‑use requirement and a clear definition to distinguish collectible vehicles from everyday used or new cars. Council members asked whether the amendment could extend to other plan areas; staff said the proposal was tailored to the current request but could be broadened in a separate application.
There were no public speakers; Councilmember (mover) made the motion, a second was provided, and the council approved the amendment 5–0. The amendment requires a conditional‑use permit and director/planning‑commission review for proposed collectible‑vehicle sales.
