City staff reported that the council met in closed session on two items and that the council voted 4–0 to reject a claim from Unispect Construction, Inc.; Council Member Keo Conklin was absent. The closed-session items had been listed on the agenda as CS-1 (conference with legal counsel regarding existing litigation/claim under California Government Code Section 54956.9) and CS-2 (public employee appointment/recruitment — city manager — pursuant to Government Code Section 54957(b)(1)).
