La Palma council approves reclassification: Belinda Dines to lead Community Development and Public Works

Parks, recreation and community services would remain separate, the presentation said.
City Manager Connell McNamara and other councilmembers praised Dines’ performance, describing the consolidation as both cost‑saving and a sensible operational alignment. Councilmember comments emphasized Dines’ managerial skills and early accomplishments in Community Development. A motion to approve the resolution and updated salary schedule was made and carried 5‑0.
Staff said the city will proceed with recruitment for a Public Works Manager and other necessary hires and will implement the revised salary schedule as adopted by resolution.
