La Palma council adopts FY 2025–26 budget, agrees to fund half of school resource officer

The La Palma City Council on a 4–0 vote adopted its FY 2025–26 operating and capital-improvement budgets and approved the city’s annual appropriations limit, officials said. Council Member Keogh was absent.
Michael Matsumoto, the city’s financial consultant, told the council the city’s spendable reserves total $20,500,000 and the proposed 2025–26 budget shows a modest surplus (reported in the presentation as about $83,830). “There’s a new transfer out listed, and that’s the school resource officer, $2,094,500,” Matsumoto said, describing the line as funding the city’s 50% share of the SRO after the state declined to fund the program this year.
City staff said Anaheim Unified has agreed to pay 50% of the officer’s cost, one district declined to participate, and staff is following up with the remaining district to seek a contribution. Matsumoto also noted recent capital spending for citywide medians (approximately $3.5 million) and expected reimbursements of about $2.8 million that would restore some capital reserves.
Council members discussed the budget’s impact on reserves but concluded the allocations were appropriate. The council closed the public hearing, adopted the budget, and approved the annual appropriations limit by unanimous vote of members present.
The council directed staff to return any contract or grant details as required by future agenda items and confirmed normal budget reporting and oversight would continue.
