City staff told the council that maintaining a low crime rate remained a core goal and reported recent staffing gains in the police department. According to staff, "as of last week when we had our 3 officers onboard, we are now 100% fully staffed with the police department," and the department has also implemented body-worn cameras and purchased new equipment as part of recent upgrades.
The presentation noted increased training activity and participation by officers in the North Orange County SWAT program; staff also mentioned three new trailers that display DUI information as part of a grant program. The city manager said staff hope for "favorable news from Congress" to support renovation of the police station, coupling staffing and equipment upgrades with facility improvements if external funding is available.
Council members and staff discussed that public‑safety-related goals should be reflected in the budget and work plans so that progress can be measured using the facilitator’s proposed dashboards. The discussion reiterated that council-directed expectations should be clearly adopted and then resourced through the budget and implementation steps outlined in the workshop.
