Staff described the house as a Spanish Colonial Revival home built in 1930, designated historic landmark HL‑109, and said a city inspection confirmed it "retains its architectural integrity." The Mills Act program allows property owners of qualified historic properties to receive reductions in property taxes in exchange for an explicit preservation and rehabilitation commitment.
Staff said the city’s share of property‑tax revenue would be reduced by about $672 per year (roughly $6,720 over a 10‑year contract), and that the owner proposed nearly $63,000 in improvements to preserve the home during the contract period. A staff presenter summarized the owner’s 5‑year rehabilitation and maintenance plan and reminded the council the contract requires annual reporting and permits for work.
Councilmember Dunlap moved approval of the contract and the motion passed by roll call. Staff recommended adoption of the accompanying resolution and noted the contract would be the eighth Mills Act contract in Fullerton’s program if approved.
