Fullerton promotes city clerk and names HR director as interim city manager

The Fullerton City Council approved two personnel actions July 15: (1) a classification update moving the incumbent City Clerk/Clerk Services Manager into the executive unit with the title Director of Clerk Services, and (2) appointment of Eddie Manfro, current director of human resources, as interim city manager effective Aug. 2, 2025.
Human Resources staff said the clerk's reclassification aligns the role with executive-level responsibilities; the council-approved salary range was structured to make the change net-zero in the 2025'26 budget because of a higher employee contribution to CalPERS. The incumbent city clerk, Lucinda Williams, was publicly thanked by many speakers and will receive language recognizing an upcoming retention milestone in the executive resolution.
Eddie Manfro was appointed interim city manager and will serve until a permanent city manager is selected; his interim salary was set equal to the chief of police (stated at $262,781). Staff said Mr. Manfro will retain his director status and return to HR when a permanent city manager is appointed.
Council members and dozens of members of the public praised Lucinda Williams for long service and thanked departing City Manager Levitt. The appointments passed unanimously.
Next steps: HR will implement the classification change and personnel resolution; the council will conduct a search process for a permanent city manager in due course.
