Fullerton council adopts 2025'29 Consolidated Plan and FY2025'26 CDBG budget

The Fullerton City Council voted to adopt the 2025'29 Consolidated Plan and the Fiscal Year 2025'26 Community Development Block Grant (CDBG) budget at its July 15 meeting. Staff presented a plan that focuses on housing rehabilitation loans and grants, tenant-based rental assistance programs (including targeted assistance for seniors in mobile homes), public services (nearly $170,000 recommended by the Community Development Citizens Committee), and infrastructure and neighborhood improvements. Administrative costs were presented within HUD caps, including $20,000 earmarked for fair housing work.
Staff said the city's total CDBG budget for FY25'26 was just under $1.55 million (including $150,000 from a housing improvement revolving account), leaving about $1.4 million available for funding priorities after set-asides. The CDCC reviewed applications and recommended funding allocations that staff included in the staff report.
During the hearing, a non-profit representative (Upwards/Boost) described a childcare program that pairs one-on-one mentorship and administrative support to help family child-care providers increase capacity and accept subsidies. Council discussed possible reallocation suggestions during deliberations but ultimately approved staff recommendations as presented.
Next steps: staff will execute agreements with nonprofit recipients and monitor program performance per HUD requirements.
