The Measure HH advisory oversight committee presented its audit of the fiscal year ended June 30, 2024, and reported to council on May 20 that Measure HH revenues and expenditures were used in accordance with the city’s responsible-spending pledge.
Committee chair Randy (via Zoom) summarized the city's use of Measure HH receipts in fiscal 2023–24: roughly $17.1 million in Measure HH receipts; about $13 million in recurring spending that included payments toward the city’s CalPERS unfunded actuarial liability, additional pension payments and debt reduction; and nearly $942,000 in residential roadway rehabilitation and identified set-asides for future fire apparatus purchases. The committee said the city produced clearer reporting formats and a new "report card" that makes reserve tracking and Measure HH loans more transparent.
Councilmembers thanked the committee and finance department for improved reporting and affirmed the city’s stated goal of using Measure HH to address pension liabilities and reach a balanced budget before the measure sunsets. The council received the oversight committee’s letter and report for the record.
