Council extends CityNet homeless outreach contract after members cite improved results

The Fountain Valley City Council voted unanimously on May 20 to approve an amendment extending the CityNet homeless outreach contract through July 1, 2026, in the amount of $376,999.66.
Police Lt. Jared (Special Operations) described the partnership as a critical tool for officers who now pair enforcement with outreach. Officer Ben Roddy described rapid responses that resulted in shelter placements within days for individuals in visible encampments. CityNet’s program supervisor, Andres, presented impact metrics through April 30: 71 total exits (65 to shelter transitions and five to permanent housing) since the contract year began, and several long-running, visible cases that were ultimately placed in housing after repeated engagement.
Councilmembers praised the collaboration. "Responsiveness comes to mind," the lieutenant said, summing up staff experience with CityNet. Multiple councilmembers and the mayor said the visible reduction in encampments and the number of successful exits supported continuing the contract.
The council made a motion to approve the contract extension; Councilmember Constantine moved and Councilmember Grandes seconded. The clerk recorded "Item 9 passes 5-0."
