Council hears options for public-notice mailings; staff to retain discretion

Principal Planner Stephen Ayers told the council the city's current public-notice method uses a double-window, two-sided notice in an envelope at about $0.69 per notice; a trifold, pressure-sealed postcard option would cost about $0.56'$0.61 per notice but would not accommodate longer two-sided notices and would require a one-time vendor setup (estimated three to four hours at about $160/hour).
Councilmember Constantine said the envelope remains the preferred method for longer notices but supported having alternative mailers and leaving the choice to staff. Councilmember Harper emphasized that the council's role is to set policy and that staff should determine the "how" for implementation. Vice Mayor Keneen and Mayor Ted Buie also urged staff discretion.
Staff recommended keeping the existing longer two-page notice option for cases that require more information and offered the trifold as an optional, lower-cost choice if council desired it. The council did not change city policy and directed staff to proceed with implementation flexibility.
