The Fountain Valley City Council unanimously adopted changes to the city—s master salary schedule on July 15 to reflect cost-of-living adjustments and updated hourly-equivalent rates for certain part-time classification employees, effective July 1, 2025.
Acting HR Director Tanya Naurehase summarized the revisions and told council the changes align with adopted memorandums of understanding and employment resolutions. —Title 2 requires listing of all pay rates on a publicly available master salary schedule,— Naurehase said.
In a separate administrative action, the council approved a first amendment to the professional services agreement with Townsend Public Affairs to extend citywide grant-writing services through June 30, 2026 and to increase the contract by $72,000, bringing the contract total to $252,000. Management Analyst Megan Wishner said the additional year is budgeted and intended to avoid a lapse in grant-writing services while staff prepares an RFP next year.
Jake Hopkins and the consulting team highlighted results so far: the city has received $13,000 in awarded grants, has $361,393 pending in grants and reported $7.5 million in pending earmark requests tied to priorities such as a future Fire Station 1 project. A consultant said a $2 million community project funding allocation for the fire station was selected by a Transportation, Housing and Urban Development subcommittee and is pending final federal budget action.
Both measures passed on unanimous votes at the meeting.
What this means: the salary schedule changes will be published and implemented by human resources; the Townsend contract extension allows continuity of grant-seeking efforts while staff begins a competitive procurement process for future services.
