Fountain Valley to install full-capture screens on 330 storm-drain inlets with state funds

Environmental Services Administrator Leah Gutumas asked the council to approve a contract using Orange County Public Works———master purchase agreement to install 330 full-capture system (FCS) devices on storm-drain inlets. Gutumas said the devices capture debris greater than 50 millimeters and help the city comply with state trash-collection mandates.
The total project cost presented was approximately $491,164, with roughly 80% expected from tier-1 state funding and a 20% local match from the city solid-waste fund. Staff said the selected vendor, G2 Construction Inc., already has a county master-purchase contract and can custom-fit screens to the city—————s inlet geometry. The work is scheduled to start in September and finish by December 31, 2025, and staff estimated the retrofit would achieve roughly 70% of the city———s immediate compliance target for this first installment of inlets.
Council members asked about maintenance frequency; staff suggested an annual inspection and clearing before the rainy season as a reasonable baseline. The council voted to piggyback on the county master-purchase agreement and award the contract to G2 Construction; the item passed unanimously (5-0). Staff noted further retrofit phases will be required to reach full compliance by the 2030 deadline.
The project will require ongoing operational maintenance (city staff or contractor) to empty screens on a schedule staff will develop and budget for in subsequent years.
