A proposed hiring-freeze resolution generated extended debate at the Aug. 19 Yankton County Commission meeting but the board did not adopt it.
Commissioners said the county is projecting a roughly $4 million gap between projected revenues and proposed expenditures and urged department heads to work with the commission to reduce costs or identify new revenue. Several elected officials — including the sheriff — stressed that statute grants constitutional officers appointment authority and described operational needs that can make immediate hires necessary. Commissioners discussed alternatives (quarterly reports to flag hires, case-by-case review) but ultimately tabled adoption of a formal hiring-freeze resolution for further discussion.
Separately, the commission considered hiring a 4‑H program coordinator. Commissioners and staff reviewed an SDSU job description and debated full-time vs. part-time staffing and grant funding. Because of budget constraints, the commission voted (voice vote recorded 3–2) to provide a county grant to the 4‑H board in lieu of hiring a county employee for the coordinator role. Commissioners asked staff to place a full 4‑H coordinator discussion on a future agenda with cost options and potential building/space implications.
Commissioners also agreed to schedule a budget presentation with county finance staff and to set an in-person budget review date to reconcile differing views of reserves and cash position before finalizing the 2026 budget.
