The City of Cypress introduced for first reading an ordinance that would expand local smoking prohibitions beyond existing state law to cover additional outdoor and event settings.
Planning Director Alicia Velasco told the council that state law already prohibits smoking in many indoor public spaces but does not automatically cover outdoor dining areas, outdoor multifamily common areas or many recreational areas. The draft city ordinance would prohibit smoking in recreational areas and their parking lots, outdoor dining areas, places of employment (indoor and outdoor), public event areas (farmers markets, fairs, festivals), multifamily common areas unless designated for smoking, within 25 feet of bus stops, and within 100 feet of schools and daycare centers.
Velasco acknowledged enforcement would be complaint‑driven given the city's single code‑enforcement officer, and that property and business owners would be expected to assist by posting required signage and asking violators to stop or leave.
Councilmembers asked about safety and officer workload; the director said the city would use courtesy notices and prioritize enforcement activity. Council voted unanimously to introduce the ordinance for first reading.
Why it matters: If adopted after future hearings, the ordinance would expand where smoking is illegal within the city and impose new signage and compliance expectations on property owners and event organizers.
