Council hears proposal to redesign John B Park, approves moving design work into CIP process

The Buena Park City Council heard a study-session presentation on renovating John B Park, a two-acre neighborhood park located at 6600 Mount Chaska Circle, and signaled support to include design work in the city’s capital improvement program.
Community Services Supervisor Dale Carratta described longstanding maintenance and safety issues at John B Park, including cracked and uneven basketball court surfacing, a playground last renovated in 2011, restroom access limited by vandalism, and encampment activity due to adjacent railroad and flood-control property access. Carratta said the parks and recreation master plan identified John B Park as a high priority for modernization.
Carratta proposed a phased funding schedule: $100,000 in FY25–26 to hire a consultant for conceptual design and community outreach; $150,000 in FY26–27 for architectural design; and construction to be budgeted in FY27–28. Council Member Hoke and Vice Mayor Trout both praised the proposal and called the park a high priority, with Vice Mayor Trout calling it “the worst park in our city” and endorsing a full remodel.
No formal vote was taken tonight, but staff said the project would be included in the draft CIP for council review in the May budget meetings. Council directed staff to proceed with conceptual planning and public outreach so residents can provide input on design options.
Next steps: Staff will include the John B Park renovation in the upcoming CIP budget documents and schedule community outreach and design workshops prior to architectural design and construction budgeting.
