Resident urges Buena Park to legalize retail cannabis to curb black‑market sales

During oral communications, resident Jeff Kornberg urged the Buena Park City Council to consider legalizing licensed retail cannabis sales in the city to replace what he described as existing black‑market distribution.
Kornberg said fireworks are legal in Buena Park while retail cannabis remains illegal, despite what he called widespread unregulated sales at local smoke shops and other retail locations. “People of all ages, including minors, buy unregulated, untested, and poorly packaged marijuana from these vendors,” he said, arguing that regulated dispensaries—licensed by the California Department of Cannabis Control—require testing, packaging, and age verification and could reduce risks to youth.
He cited neighboring cities that have legalized retail sales and receive tax revenue and suggested that Buena Park could do the same to generate revenue for services such as homelessness reduction. Kornberg also said the union he represents supports legalization for job creation and asked whether the council would consider a petition, ballot measure or other path to put the question to voters.
Council did not act on the request during the meeting. There was no recorded staff response or follow‑up motion on cannabis retail policy in the agenda items that followed.
