Buena Park council approves FY2025–26 CDBG activities and budget estimate

The Buena Park City Council unanimously approved proposed activities and an estimated FY2025–26 budget for the Community Development Block Grant (CDBG) program after a staff presentation and brief council discussion.
Housing and CDBG analyst Sarah Beth Suarez told the council the city received 11 eligible funding requests and that the draft annual action plan must be submitted to the U.S. Department of Housing and Urban Development by May 15. Suarez said HUD had not yet announced the city’s final allocation; staff estimated $774,071 in new grant funds plus $216,829 in prior-year unprogrammed funds and program income, for a total estimated budget of $990,900.
Vice Mayor Trout asked how the city would respond if HUD’s allocation is significantly lower than the estimate and whether the council should plan to backfill priority programs. Suarez explained two caps in the budget (administrative costs capped at 20% and public services capped at 15%) and said other line items would be recalculated proportionally; City Manager Aaron France said the city would likely return to council to discuss general-fund subsidies or other backfill options if needed.
Vice Mayor Trout moved the item and Council Member Hoke seconded; the council approved the proposed activities and budget unanimously.
Next steps: Staff will incorporate the approved activities and budget into the Annual Action Plan and present the plan to council prior to formal submission to HUD. Any final allocation from HUD may prompt budget adjustments and a return to council for direction.
