Council backs Friendly Center plan to operate appointment‑based food mini‑mart at Peak Park Clubhouse

Council signaled support for allowing the Friendly Center (a longstanding Orange‑based nonprofit) to operate a dignified, appointment‑based 'Friendly Mart' at the 600‑square‑foot William Peak Park Clubhouse.

Community Services Supervisor Mark Saceda described the Friendly Mart model—an appointment‑based, shopping‑style distribution that aims to reduce stigma and tailor food to dietary/cultural needs. Friendly Center representatives said they will maintain emergency food assistance at the Community Center while moving the regular market operations to Peak Park. They noted established partnerships with Second Harvest Food Bank and a recently awarded FACT grant providing roughly $350,000 per year plus an additional ~$175,000 for family services to support expanded programming.

The club house needs modest repairs (window coverings, electrical upgrades for refrigeration, painting and cleaning) that staff suggested could be covered by the public‑works building‑maintenance budget or included in a budget amendment. Council asked about security (alarms, cameras) and logistics; Friendly Center and staff said alarm systems and cameras are typical and deliveries from Second Harvest would be scheduled to the new site. Councilmembers emphasized appointment scheduling, culturally appropriate staples and avoiding line‑ups; Vice Mayor Trout and others praised the dignity‑focused model.

Staff will draft an amendment to the existing agreement with the Friendly Center, identify necessary upgrades and return the item to council for formal action on the amendment and any appropriation.
