The City of Buena Park’s Community Services staff presented a proposal to develop an arts and culture master plan and asked the council to authorize a $75,000 appropriation to start an RFP process.
Mark Saceda, community services supervisor, said the plan would include community visioning sessions, an online survey, stakeholder interviews, cultural asset and public art inventories, an implementation timeline and cost estimates, and an art in public places policy. He described the work as a roughly one‑year effort that would guide arts programming and public art for the next five to ten years.
Patrick Bren of Arts OC and council members discussed scope and participation. Council members asked for clarification on the number and makeup of stakeholder interviews, the consultant’s outreach strategy and how consultant‑led engagement would differ from staff work done in‑house. Bren said consultants add an outside perspective and experience engaging diverse stakeholders, and staff noted the larger parks and recreation master plan cost about $210,000 with five visioning sessions and roughly 30 stakeholder interviews.
Council members expressed support for the concept and were split on the funding level—some favoring $75,000 as recommended by the Cultural Engagement Commission and others suggesting $100,000—while asking staff to return with a detailed RFP and clearer descriptions of deliverables, outreach methods, and metrics of success.
Council gave discussion guidance and asked staff to prepare a formal RFP and more detailed budget options before committing funds.
