Council selects ERC for Knott Avenue and 8th Street rehabilitation design

Buena Park City Council approved a professional services agreement to hire Engineering Resources of Southern California (ERC) to design rehabilitation work along approximately 2.5 miles of Knott Avenue (Artesia Boulevard to Crescent Avenue) and a segment of 8th Street.
Associate engineer Jaden Miller told the council staff solicited six proposals, with bids ranging from about $150,000 to $568,792; ERC’s $280,385 proposal was recommended based on its approach, schedule and relevant experience. The scope includes pavement rehabilitation, curb-and-gutter replacement, ADA ramps, signing and striping, utility adjustments and traffic control plans.
Vice Mayor Trout pressed staff to include options for bike lanes and additional landscaping where feasible. Miller said consultants would evaluate feasibility and provide cost estimates in design submittals. A resident asked about sequencing and why the project begins at Crescent rather than Lincoln; staff said the city’s seven-year CIP and pavement condition index prioritized the northern segment for earlier work.
Council approved the award unanimously and asked staff to return with design options and cost comparisons for landscaping and bike accommodations.
The contract award covers design-only services; construction will require separate contract approval.
