Council approves $22,281 amendment to Complete Streets design; adds Whitaker pavement design contract

Buena Park City Council unanimously approved an amendment to a professional services agreement with Stantec to add survey work and hydraulic calculations to the Dale Whitaker Complete Streets project and authorized a separate design contract for Whitaker Street pavement rehabilitation.
Senior engineering technician Norm Ray told the council the amendment—$22,281—covers resurveying after the school district installed a bus turnout after initial surveys and extra hydraulic calculations for catch-basin redesign required by the Orange County Flood Control District design manual. “The cost for the changes is $22,281,” Ray said, and staff told council the amendment is eligible for 100% reimbursement through an Active Transportation Program grant if Caltrans paperwork is maintained.
Ray also recommended awarding PSA 25‑20 to Stantec for the Whitaker pavement rehabilitation design in the amount of $87,151, funded by the Whitaker Street rehabilitation CIP gas-tax account. Councilmember Franco pressed staff on timing and reimbursement; Ray said Caltrans has approved the concept and continued submittals will be needed. The council approved the amendment and contract award in one motion.
Council members stressed coordinating the Whitaker rehabilitation with related paving projects to avoid duplicated work and asked staff to include optional landscaping and bike-lane feasibility in subsequent design deliverables so costs can be reviewed before construction. Staff requested a $20,000 allocation from unallocated gas tax fund balance to support the change order.
The item passed unanimously.
