City staff and pavement consultants presented the results of a pavement management study and structural analysis, concluding the city’s street network is in generally good condition but requires continued proactive maintenance to preserve service life.
Roger Schlerkamp, director of pavement engineering for GMU, said the city’s roadway network includes about 72 centerline miles and 15 million square feet of pavement with an average pavement condition index (PCI) of 82. Under the currently modeled seven‑year funding scenario of about $13 million, the study forecasts the PCI would decline slightly (to about 80) but the network would remain largely serviceable.
The analysis included coring and deflection testing. Schlerkamp said many local streets were constructed without an aggregate base layer but were built with thicker asphalt concrete that provides adequate structural performance; less than 2% of the network was structurally deficient in tests. Staff recommended targeted mill‑and‑overlay work, slurry sealing for preservation, and selective deeper rehabilitation or recycling where needed.
Why it matters: Maintaining pavement proactively lowers life‑cycle costs and avoids much more expensive full replacement. The consultant estimated the study’s recommended funding increase would be roughly $450,000 annually to sustain desired PCI targets.
Next steps: Staff will incorporate the findings into the capital plan, can provide more detailed maps showing city‑maintained vs. private streets, and will continue to tailor treatment types (slurry seal, mill and overlay, recycling) to street‑by‑street conditions.
