Council adopts FY2025–26 CDBG annual action plan to fund ADA improvements and public services

The Aliso Viejo City Council adopted the fiscal-year 2025–26 Community Development Block Grant (CDBG) Annual Action Plan, allocating roughly $250,000 to accessible pedestrian signals, ADA improvements at city facilities and a public-services component to assist low- and moderate-income households.
Senior planner Rose Rivera said the city anticipates approximately $250,000 in CDBG funding for FY2025–26, though HUD had not finalized allocations because of federal budget delays; staff will proportionally adjust the plan when HUD issues official numbers. Rivera presented a proposed breakdown: $236,709 for public facilities and improvements (including accessible pedestrian signals and ADA counter/door upgrades at city facilities), $37,500 for public services (meals to homebound seniors, case management, literacy intervention and youth outreach), and up to 20% for administration.
Councilmembers pressed staff on the timing of HUD reimbursements and what happens if federal payments are delayed; staff said the city must make expenditures before seeking reimbursement and that a reimbursement delay would be covered from reserves. The council approved resolutions finding the action plan not subject to CEQA, adopting the plan, and authorizing the city manager to submit documentation to HUD.
Staff will finalize numbers once HUD publishes allocations and will coordinate with program providers and the Fair Housing Foundation on implementation.
