The Aliso Viejo City Council on July 15 authorized staff to submit the city's application for Permanent Local Housing Allocation (PLHA) grant funding through the California Department of Housing and Community Development.
Community Development Director So Kim told the council last years PLHA award totaled $491,000; of that $400,000 was used to offset general fund costs over five years for Orange County Sheriff behavioral services and maintenance of city-owned housing units, with $89,000 designated for Family Assistance Ministries (FAM) and Lauras House. This year the city's allocation is $78,000. To submit the application, HCD requires a council resolution authorizing application submittal and a fund distribution plan.
So Kim said staff recommends applying with the same eligible activities as the prior year: to offset costs related to behavioral services within OCSD, affordable housing maintenance and associated administration. Council asked clarifying questions about the sheriffs Behavioral Services Bureau and staff said the city's share for that portion is approximately $34,000 annually to offset the cost of behavioral services for people experiencing homelessness.
There were no public speakers on the item. The council moved and approved authorization for application submittal and the fund distribution plan. Staff will prepare the resolution and submit the application to HCD.
