Aliso Viejo — The City Council voted to add a full‑time human resources manager to the city salary schedule after staff presented an analysis comparing in‑house and contracted options.
City Manager Mitzi told the council staff recommends reinstating the full‑time HR manager role to address recruitment, benefits administration, policy writing and risk management. "Contracting for part‑time services at 20 hours per week is estimated to cost anywhere between $145,000 and $182,000 per year," Mitzi said. "In comparison, a full time in‑house HR manager would cost approximately $165,000 to $210,000 per year, including salary and benefits."
Councilmembers debated whether outsourcing or relying on payroll vendors could cover day‑to‑day needs, with some urging caution about adding headcount. "Most small to mid sized employers do not have a dedicated HR person," Councilmember Tim said, noting outsourcing is an option. City staff and the mayor emphasized liability and specialization for public‑sector HR, including CalPERS and workers’ compensation matters.
After discussion a motion to adopt the resolution reinstating the full‑time HR manager passed by roll call. Staff said the expected fiscal impact in the current fiscal year would be $16,000–$30,000 and a full year could add $25,000–$45,000 to ongoing costs once filled.
