"I would recommend that we approve a replacement of no more than 30% of the systems that are out there this year," Councilmember Max said during the discussion, urging a user‑profile analysis to identify which systems could be deferred or repurposed.
Max’s motion to direct staff to do more analysis and replace a smaller share failed on a roll call. Councilmember Mike moved to approve the staff recommendation as proposed, with an explicit retention of the 2021 systems for parts; the motion passed by roll call (Yes: Council member Hart, Council member Munzing, Council member Zembergen, Mayor Ackley; No: Mayor Pro Tem Duncan).
City staff said 50 units would be workable if council preferred, but recommended 60 so spares and uniformity were available for deployment and updates. The approved action directs procurement to proceed as presented by staff, with the 2021 machines held for parts and limited reuse.
The council did not quantify total final contract price in the discussion; staff referenced a budgeted amount in the range described in the procurement packet and said purchasing decisions included multiple vendor quotes.
