YANKTON, S.D. — The Yankton County Commission unanimously approved a 20‑year franchise with East River for electric transmission lines along county roadways and approved three land plats for subdivisions in the county during its Sept. 16 meeting.
Commissioners were told the franchise is routine and does not impose a county payment obligation; it maps the location of transmission lines through parts of Madison and surrounding townships. The board approved the franchise on a motion and voice vote.
County planning staff presented three plats (Deer Ridge plats and a Forest Lake subdivision) with legal descriptions and township/range information; each plat was moved and approved by voice vote.
Provenance: Franchise discussion and vote are recorded SEG 429–SEG 496. Plat presentations and approvals are recorded SEG 696–SEG 746.
